Canonisation
Where two accepted claims disagree, no value wins by default. An Engineer Lead selects the canonical one and records why, and that selection is what every downstream check compares against.

Only where claims agreed exactly after normalisation and criticality was MEDIUM or below.
Silent automatic resolution is allowed in one narrow case: every claim normalises to the same value and the attribute is not HIGH or CRITICAL. Anything else waits for a named person, because a quiet tie-break on a critical rating is indistinguishable from a guess.
