What the observer may do
Its authority ceiling is C1, the draft class, which the authority matrix enforces rather than merely documents.
  • Read the audit trail and the check history.
  • Cluster repeated corrections by attribute and by checker.
  • Count occurrences and list the projects they came from.
  • Propose a candidate lesson with its evidence attached.
  • Classify the proposal into one of the eleven learning types.
What it may never do
Master prompt section 57, the self-learning boundary.
  • Change an engineering rule, a checker or the ontology.
  • Alter a canonical value or any approved compatibility.
  • Create a rule that blocks a release.
  • Promote its own candidate lesson to any higher trust state.
  • Act at any risk class above C1, which the authority matrix enforces.
The pipeline is deliberately three decisions long, not one. The observer raises a candidate at L1. An Engineer Lead validates it to L3 with a recorded reason, which changes nothing on its own. Only a Manager can deploy it as a rule at L4, and the Manager who deploys it is not the person who validated it, because a rule affects every future project rather than one record on this one.
Canonised rules
Versioned, and reversible. Section 90 requires rollback, so a rule that turns out to be wrong is deactivated rather than argued with.

No lesson has been canonised. Learning changes nothing until one is.
