Decomposition
One tender sentence usually carries several obligations. Held as one record it can only be wholly satisfied or wholly failed, which is where a compliance matrix goes vague.
Only one fragment binds to an ontology attribute, so the statement is already atomic in practice.

GSPE-P26045-01-E-SPC-001 TECHNICAL SPECIFICATION
LOW VOLTAGE SWITCHGEAR AND CONTROLGEAR ASSEMBLIES
Nusantara Nickel Smelter, E-House Package
SECTION 3 - ELECTRICAL DESIGN BASIS
3.1 General
The Contractor shall design, manufacture, factory test and deliver low voltage
switchgear and controlgear assemblies for the E-House package. All assemblies shall be
design verified and shall comply with IEC 61439-2 in full. No partial compliance will be
accepted.
3.2 Ratings
The main busbar system shall be rated 400 V, three phase, four wire, 50 Hz. The rated
current of the main horizontal busbar shall be not less than 4000 A continuous at the
design ambient stated in clause 3.6. Each assembly shall withstand a short circuit of
65 kA for 1 s without damage or displacement of the busbar supports.
3.3 Construction
Internal separation shall be Form 4b throughout. Busbars shall be electrolytic grade
copper, silver plated at every bolted joint. The enclosure shall be fabricated from
2.0 mm mild steel sheet and finished in RAL 7035 semi gloss powder coat. Assemblies
shall be floor standing on a fabricated plinth.
3.4 Protection and Environment
The degree of protection shall be IP54 with all doors closed and all cable entries
sealed. Cable entry shall be from the bottom throughout the switchroom. The system
earthing arrangement is TN-S and a full rated neutral busbar shall be provided
throughout.
3.5 Control and Monitoring
Each assembly shall provide a Modbus TCP interface to the plant control system for
electrical metering, breaker status and trip annunciation. The register map shall be
agreed with the Employer during detail design.
3.6 Site Conditions
The design ambient temperature shall be 65 C. Relative humidity shall be taken as
95 percent non condensing. Site elevation above sea level is to be confirmed by the
Employer at a later date.
3.7 Internal Arc
The assembly shall provide adequate protection for operating personnel in the event of
an internal arcing fault. The classification and the accessibility type shall be as
agreed between the parties during detail design.
