Baselines

A baseline is a frozen set of exact revisions and canonical values. Membership is by identifier and content hash, so a later edit to a member is detectable rather than invisible.

The requirement baseline here points at specification revision 01 while revision 02 is the issued document. That is not a bug in the data, it is the situation the baseline-to-document checker exists to detect: work was frozen against one revision and the source has moved since.
